I laughed at the story, and your writing is good as usual. But I fail to make connections.

Who is Daidoji Kirai? And maybe more importantly: Hoshi's alive?!

I also didn't realize this was a death scene for some reason. Thought the other brother was pulling a trick like Kirai.

Poor Kirai, he did at least die because of compassion and trying to fix the problem.

*blinks* Oh. Hm. I didn't know it could be read that way... I don't think Kirei even spoke much to Hoshi to convincingly pull such a bad joke.

Also... in the scene we are finishing up, was Hoshi thinking that Seiko was referring to sex when they were talking about fishing?

The latter first, um, actually no. Not at all. It was just about what sort of talk the fish would appreciate. A random suggestion.

I'll get to Seiko in a bit.

Hoshi's thoughts on Seiko was that she was indeed a very strange and distant woman. But if it was truly a disability, she doubted that the Imperial Legions would have accepted her in. She was at the least some source of amusement, which was the reason why she poked at some of those eccentricities but also to see if there were some inconsistencies of it, maybe she was acting it out? There were more than a few awkward bumps that made her feel she was close to stumbling something personal about her, which only made her curious of her background. Hoshi pegged her for a conscript but that was unlikely with her love of the seas.

There was nothing really worth manipulating from her, yet. It didn't mean she didn't want to know more though. Being from one of the more 'practical' Clans meant she could be more casual around her at least.
