Last time I checked, while Chagatai was awesome, he was not a Kami. He brought in many men from the Sands and had them swear fealty (and give them a crash-course in Rokugani and etiquette), prior to the Khan's March on Toshi Ranbo.

Again, the Unicorn were given Shinjo's ritual which retroactively has SHinjo herself recognize them as her followers as the rest of the Samurai did in the Dawn of the Empire.

So can the xenophobic Rokugan, that doesn't necessarily make it true.

We have physical evidence of people outside of Rokugan being sent to other Spirit Realms. I mean, hell, the Yodotai can even bring their spirits back to punch you in the face. Now, do they reincarnate? I don't know. And without more information on the Ivory Kingdoms we can't really say how their system worked entirely. But reincarnation features heavily in Indian mythos and it makes sense that it would in the Ivory Kingdoms as well and with magic of their own and records of gods descending onto this plane of existence they sure as hell would be able to keep track of such things.

They might reincarnate and go to other spirit realms sure. Other gods and other realms. The Celestial Order is not the only order in this mythos. Weird, yes. Still true.

Well yes, but the Rokugan Party Line is not only gaijin can't get into the Celestial Order. It's that gaijin do not even have souls. As such they are not human and cannot possibly be part of the Celestial Order. Gaijin can't get in because it is literally impossible for a creature with no soul to get in. Not because the Celestial Order is a gated community that only lets only the best in.

Now, with more contact with the Burning Sands this party line may have changed, but I doubt it has yet.

Hey now. Their heretical ghost image things are obviously not real souls. They're some gaijin creation.

I loved the first time I noticed that "Wait a minute, Conquest shows up in 43... and Hantei died in 43... And Doji dies in 210 by throwing herself into the sea, and the Mighty and Merciless Sea arrives in 210. Hmmm." That was the first time I thought there might be more to it than just coincidence. Then I saw the art for Conquest in the LBS CCG.

Now, that being said, there are some oddities that would have to be accounted for (such as one of the kami turning into a woman after they died, or at least being womanly enough to be mistaken for one by the Yodotai.).

Heh, yeah. And there is the part where Ryoshun (while dead) fell into the Yodotai lands. Even if their gods are the Kami, we don't know if they accepted the Yodotai into the Order or not.
