There are Crane sailors too.They would technically have more ships than even the Mantis. Much fewer warships though. Merchant vessels, fishing vessels, that kind of thing. Lose to the Mantis in a naval war of course, but it does put many Samurai onto boats. And you know how crude sailors can be.
